Following graduation from the University of Kansas in 1964 on a Navy ROTC scholarship, Dave was commissioned in the United States Navy and served five years on active duty. In 1969 he enrolled in the University of Wyoming College of Law and graduated with honors in 1972.
Dave is a highly qualified Wyoming water law attorney. He has an in-depth understanding of both the fine details of water rights permitting, use and implementation, changes and transfers, conflicts and controversies as well as the larger water resource issues associated with state-federal issues, interstate issues and water resource planning. Another area of particular expertise and experience is purchase and sale of ranches involving large agricultural operations, high value recreational ranches and energy development ranches. In these natural resources and real estate matters, Dave often serves as a project leader, pulling together the various professionals and components which results in a successful transaction. The combination of natural resource transactions and ranch real estate has resulted in extensive experience with administrative, wildlife and environmental law. Finally, Dave is experienced in civil and administrative litigation and the full range of business formation, transfer and documentation, particularly as related to water, real estate and natural resource transactions.
Dave has been an active member of the University of Wyoming Board of Trustees since 2005 and currently serves as the President of the Board of Trustees. He also served on the University of Wyoming Energy Resources Council which provides policy guidance and oversight to the University of Wyoming School of Energy Resources.
